El Frameworkservice.exe me tiene un 95% de los recursos del procesador ocupados... como solucionar este inconveniente?

El Frameworkservice.exe es parte del antivirus McAfee. Lo que debería hacer es desinstalar dicho antivirus y volverlo a instalar (mejor si hay una versión más actual del mismo).
Puede también que esté entrando en conflicto con otros programas, generalmente los antivirus entran en conflicto con otros antivirus, firewall y antiespías. Revise su computadora qué otros programas de seguridad tiene y elimínelos para ver si este es el motivo.

If you upgraded from ePolicy Orchestrator (ePO) 2.5.x to ePolicy Orchestrator 3.0, there is a managed product within the Repository called "McAfee AutoUpdate" that needs to be removed. Steps to remove "McAfee AutoUpdate" from the managed product list.
Login to ePO 3.0
Find the object labeled "Repository" and expand this
Expand "Managed Products"
Expand "Windows"
Right-click the "McAfee AutoUpdate" object and select delete
You must then recreate the Framepkg.exe and deploy the new ePolicy Orchestrator agent. Do this by stopping and restarting the McAfee ePolicy Orchestrator 3.0 Server service, then push the new agents to the new network and perform an Agent Wake-up Call.
Básicamente te pide que ingreses a ePO 3.0, vayas a Repositorio, Administrar productos, Windows, seleccionar con un clic derecho McAfee AutoUpdate y eliminarlo.
Luego se debe ingresar a Inico - Ejecutar, escribir "services.msc" buscar el servicio McAfee ePolicy Orchestrator, clic derecho, propiedades. Allí pararlo y volverlo a iniciar.
